SCOPE OF THE COURSE
The Principle of Port State Control was conceived as a globally common tool in the shipping industry with which coastal states all over the world can ensure that ships visiting their ports fulfill required rules and regulations as set out by IMO and regional regulatory frameworks. It was in the early eighties when fourteen European countries agreed on the Paris Memorandum of Understanding on Port State Control (Paris MoU) to establish port state control.
Within a short time period, modeled on the Paris MOU, several other regional MOUs were created, including the Tokyo MOU (Pacific Ocean), Acuerdo Latino or Acuerdo de Viña del Mar (South and Central America), the Caribbean MOU, the Mediterranean MOU, the Indian Ocean MOU, the Abuja MOU (West and Central Atlantic Africa), the Black Sea MOU, and the Riyadh MOU (Persian Gulf).
While, a Port State Control inspection aims to ensure a vessel’s compliance with rules and regulations it also aims to identify “substandard” ships, i. e. ships, which regardless of their ability to fulfill contractual requirements (i. e. carry and deliver their cargo) do not comply with applicable rules and regulations. The identification of a ship as substandard then results in the prohibition of the ship calling at ports of the entire MOU.

Mr. Constantinos E. Avtzigiannis has graduated from the University of Macedonia and has completed his postgraduate studies at the University of Wales (Postgraduate Diploma in Port & Shipping Administration) and at the University of Manchester (M.Sc in International Business Management). He posses numerous professional certifications from Classification Societies (Bureau Veritas, DNV – GL, LRS, NKK), USCG, and the University of Portsmouth. He has worked in Operations and Quality / Safety Departments of ship management companies and from early 1994 he is an independent consultant in Safety / Quality / Security Management in shipping and land industries, working also as DPA/CSO/MLC Manager in ship management companies. He is Management Systems Lead Auditor (non-exclusive) for BUREAU VERITAS CERTIFICATION since 2009 and previously has worked also for DNV in the same capacity. Amongst his other professional undertakings is lecturing in shipping studies colleges. In the past, articles of his, covering issues related to maritime history, safety & environmental protection, and maritime security have been published in professional magazines.CERTIFICATION
