SCOPE OF THE COURSE
Founded in 1970 the Oil Companies International Marine Forum (OCIMF) is a voluntary association of oil companies having an interest in the storage and handling of crude oil and petroleum products, petrochemicals, and gas, and includes companies engaged in offshore marine operations supporting oil and gas exploration, development and production. Its establishment is considered to be a response to the growing public concern about marine pollution, created by accidents, involving tanker ships, especially after the Torrey Canyon incident in 1967. OCIMF has a rich portfolio of tools including Tanker Management and Self-Assessment tool (TMSA). TMSA is a management standard based on KPIs and consequent documentation. The module introduces the attendees to the scheme and requirements of TMSA, as well as its practical implementation in the tankers management sector. Special attention is given to the distinct levels (four in total) of the TMSA structure and the importance that it has in relation to the chartering of tanker vessels. Mr. Constantinos E. Avtzigiannis has graduated from the University of Macedonia and has completed his postgraduate studies at the University of Wales (Postgraduate Diploma in Port & Shipping Administration) and at the University of Manchester (M.Sc in International Business Management). He posses numerous professional certifications from Classification Societies (Bureau Veritas, DNV – GL, LRS, NKK), USCG, and the University of Portsmouth. He has worked in Operations and Quality / Safety Departments of ship management companies and from early 1994 he is an independent consultant in Safety / Quality / Security Management in shipping and land industries, working also as DPA/CSO/MLC Manager in ship management companies. He is Management Systems Lead Auditor (non-exclusive) for BUREAU VERITAS CERTIFICATION since 2009 and previously has worked also for DNV in the same capacity. Amongst his other professional undertakings is lecturing in shipping studies colleges. In the past, articles of his, covering issues related to maritime history, safety & environmental protection, and maritime security have been published in professional magazines.CERTIFICATION
